This is called a waterspout (tornado on water). As you can see it is a small short-lived weather system but it can result in damages. Tornadoes are possible any place during strong thunderstorms. And probably they happened this year but nobody noticed them. Or how do you know it has not been happening every year in the red sea. We had a few of waterspouts in the UAE last 2-3 years and a tornado as well but in the desert. These tornadoes CAN'T be linked to Jeddah flood in my opinion. To start with, this waterspout didn't happen in the same week. Just seen the video.
